Dear colleagues, friends. Our meeting takes place as the term of the eighth convocation of the State Duma comes to an end. The past five years – the duration of your tenure as deputies – have been challenging and immensely consequential for our nation. This is, without exaggeration, one of the decisive chapters in the history of our Fatherland, a time when the very destiny and future of our people are at stake. It is the reality as the contours of a new world order emerge amidst bitter struggle and intense competition. I would like to express my gratitude to you for our effective joint work, first and foremost in strengthening state sovereignty and safeguarding the national interests of the Fatherland.

Today, we continue to defend the security and independence of our state, along with truth and justice. The participants of the special military operation are heroically fighting for Russia, for their homeland.

They are supported by our entire nation, by all of society. We will achieve our objectives and together do everything necessary for victory, for Russia. To historical trials and aggressive external pressure, our multinational people responded with internal cohesion. It has always been this way, and that is precisely what is happening today. The deputies of the State Duma have fully justified their elevated status as representatives of the people. They demonstrated absolute devotion to the Motherland, competence, and resolve, swiftly and effectively drafting and passing complex legislation essential for our fighters and commanders, defense enterprises, industrial plants, the domestic economy, the social sphere, and, of course, society and the state as a whole. Under difficult conditions, you acted professionally and confidently alongside your colleagues from the Federation Council, the Government, the Presidential Administration, and the regions of the Russian Federation. A substantial contribution was made by all deputies and all factions of the State Duma: the Communist Party of the Russian Federation, "A Just Russia", the Liberal Democratic Party of Russia, "New People", and, of course, "United Russia" – the majority party – which, as the parliamentary majority, bears a special responsibility for organizing the legislative process and ensuring its steady, constructive, and unifying character. In this regard, I would particularly emphasize the solidarity shown by representatives of various political forces. Out of nearly 3,000 legislative acts passed over these years, two-thirds received the support of all parliamentary factions. A comprehensive system of legal guarantees has been established and continues to expand for participants and veterans of the special military operation, as well as for the families of the defenders of the Fatherland. Likewise, parliamentarians presented a united front in passing legislation on the reunification of Russia with four of our historical regions: the Donetsk and Lugansk People’s Republics, and the Zaporozhye and Kherson Regions. Their integration into our single, shared homeland as full-fledged subjects of the Federation has been ensured. The genuine choice and will of the people, the citizens of Russia, lie at the core of all our strategic decisions. We have no other objectives. This is precisely what frustrates those who deny other nations their right to self-determination and to their own independent path. Whenever it suits their interests, they readily invoke the United Nations Charter, yet today they prefer to forget its first article – the right of nations to self-determination. For those accustomed to viewing other countries not as equal partners, but as submissive, voiceless vassals, such double standards are always convenient. But we understand perfectly well what is happening. We have long faced illegal restrictions, as well as attempts at containment and pressure – both following the Russian Spring of 2014 and prior to it. But since 2022, the West has run its Russophobic machine at full throttle, setting "world records", so to speak. And it has done so on two counts simultaneously: the sheer volume of these so-called “sanctions”, and their sheer futility – not to mention the harm these sanctions inflict primarily on their own authors and initiators, the peoples of certain European and other nations. Seeking to destabilize the Russian state and provoke societal division in our country, they attempted to strangle our economy, financial system, and banking sector, and to undermine the potential of our science, industry, and education. Furthermore, unable to defeat Russia on the battlefield, they are now relying on overtly terrorist methods to wage war against our people. But the people of Russia will never be broken by anyone. This has never happened, and it never will. Our political system and institutions of power are built on sovereign principles in full accordance with the Constitution of the Russian Federation. They stand ready to defend the country and, together with society, are fully capable of delivering a decisive rebuff to any hostile actions. Dear colleagues, I thank you for the swift passage of effective anti-sanction measures, for prioritizing the state’s social obligations to our people, and for your special focus on demographics, support for families with children, and the development of healthcare, education, culture, and a patriotic education system for future generations grounded in our traditional spiritual and moral values. No matter how difficult things have been – and we are undoubtedly navigating a challenging period – over these years, we have never lost sight of addressing the key issues concerning the well-being of our citizens. Our budgetary policy is traditionally crafted with the most active and substantive involvement of parliamentarians. I am confident that in working on the budget for the upcoming three-year period, the priority – alongside strengthening national defense – will remain addressing urgent social priorities. Simultaneously, we will focus on supporting key economic sectors, leading domestic enterprises, small and medium-sized businesses, as well as the labor market, where, as you know, unemployment has dropped to historical lows. At the same time, we are not merely adapting to new conditions and confidently overcoming the artificial barriers imposed from the outside. Together, we have also set ambitious, far-reaching goals for the future. These include enhancing public well-being, creating broad opportunities for personal fulfillment, and reducing poverty – where, of course, we have much to be proud of, as the momentum is strong. We are setting targets for technological leadership and, remarkably – despite all these external restrictions – achieving the results we need across the board. We will continue working along all these avenues. During your term in office, essential legislative acts have been passed that lay a solid legal foundation for the future. Since last year, updated national projects and development programs have been launched. The parliament’s work on their legislative framework is being carried out in close coordination with the Government of the Russian Federation. This interaction has reached a new level, strengthening the unified system of public authority and enhancing accountability to the people. This was further enabled by the State Duma’s new constitutional powers to confirm the candidacies of the Prime Minister, Deputy Prime Ministers, and federal ministers. I see that all of this is working and serving to develop and strengthen Russian statehood. Dear colleagues, In September, elections for the ninth convocation of the State Duma will take place. Many of you will participate and hold meetings with your constituents and local workforces. I ask you to make the most prudent and productive use of this campaign period – to gather proposals and mandates from the people so they can be implemented in your legislative work. Its true foundation lies right there, in the constituencies, in a robust feedback loop between the state and Russia’s vast, diverse, and distinctive society. We must listen to its voice and always follow its lead. I am confident that the parliamentary parties will conduct their election campaigns with respect for our voters and, of course, for one another. The level of political culture has undoubtedly grown and strengthened over recent years, including during your tenure in this convocation. I hope all of this will be put to practical use.
